§ Viscount WOLMERExcept in regard to literature for the use of the blind, thee have been no considerable alterations in inland postal rates for the past three years; and I do not fully appreciate the nature of any difficulty that may have arisen. I shall, however, he happy to have inquiry made if the hon. Member will furnish further particulars.
