asked the Prime Minister whether he has satisfied himself that the Clause in the Trade Agreement between this country and the Russian Soviet Government, whereby it was expressly agreed not to conduct propaganda against the British Empire and also to refrain from any attempt by military, diplomatic, or any other form of action or propaganda from encouraging any of the peoples of Asia in any form of hostile action against British interests or the British Empire, has been loyally carried out by the Russian Soviet authorities?

No, Sir. I cannot say hat in my opinion this Agreement has been loyally observed.

Will the right hon. Gentleman say whether this Government and its various missionaries have also kept to their part of the Agreement, and have instituted no propaganda against the Russian Government?

Yes, I can certainly say that.

Can the right hon. Gentleman say why this Clause, to which the House attached very great importance, was put into the Trade Agreement if it is not to be enforced?
