asked the Prime Minister whether he has considered recently the question of the financial procedure of the House with reference to the Ninth Report of the Select Committee on National Expenditure, 1918; and whether, in view of the desirability of national economy, he will be prepared to reconsider this Report, especially recommendations Noes, 2, 3, 4, 5, 6 and 16, with the object of considering which, if any, of these recommendations should be proposed for adoption by the House of Commons?

I have again considered the matter. As regards Recommendation 2, I would refer to my reply to my hon. and gallant Friend the Member for Hulme on the 7th instant. Recommendations 3 and 16 are in accordance with our present practice. Recommendations 4, 5 and 6 have many times been considered and I am not prepared to depart from the decisions taken by previous Governments on those matters.
