May I ask if the Chancellor of the Exchequer was speaking with authority when he threatened to move from the Treasury Bench to simplify the procedure of the House in this respect?

What the hon. and gallant Member asked was whether we have under consideration any proposal to alter the Standing Orders.

Was the statement made by the Chancellor of the Exchequer the other night unauthorised?
