asked the Home Secretary how many local authorities have not replied, or have done so intimating that they will not take any steps in response, to his recent Circular to build up an organisation to maintain supplies in the event of an industrial stoppage?

I have been asked to reply to this question. The Circular letter to which the hon. Member refers was sent to local authorities for their information, and did not invite a reply. The great majority of local authorities have not communicated with me on the subject. Of those who have one only has sent an intimation to the effect suggested in the question.

May I ask the right hon. Gentleman whether any boards of guardians have intimated to him that they cannot agree to their officers becoming members of this organisation to be used for strike breaking, where they may get their heads broken?

Is it not the fear of the right hon. Gentleman that the sending out of this Circular is nothing less than getting ready for civil war?
