The cost of the works at the island in the Serpentine was about £1,000, and employment was given to 12 men for about 20 weeks. It is not known what proportion of the men employed were drawn from Westminster.

Would it not be fair to employ Westminster men on a Westminster job?

As the money paid is from State funds, those outside Westminster have also a right to be employed. As a matter of fact, in future hands will be engaged through the local Employment Exchanges.
