asked the Postmaster-General whether he is aware that on Wednesday last a letter arrived by ordinary letter post from Germany addressed to a firm of repute in the City of London and was not delivered until Friday morning, by which time it has been opened by the authorities and bore the stamp of His Majesty's Customs and Excise; and can he say whether this has any reference to the present German reparations difficulty, and, in any case, in virtue of what powers such procedure is valid without notice first being given to the addressee of the letter?
