asked the Prime Minister whether neutral States have been officially informed of the raising of the blockade and of the permission to re-open trade with Russia?

Mr. HARMSWORTH

There is no blockade in the Baltic, but navigation is at present prevented by the ice. The practical arrangements for giving effect to the decision to re-open trade with Russia have not yet been made; it has not, therefore, been possible to make an announcement to neutral Governments.

Are export licences granted freely to those who wish to send goods to Russia?
