28. Lord ROBERT CECIL

asked the Prime Minister whether the Report of Sir Stuart Samuel's Commission has yet been before the Council of the League of Nations; if so, what action, if any, the Council has taken in the matter; and when the Report will be laid upon the Table of this House?

Mr. HARMSWORTH

The Report is being submitted to the League of Nations and will, it is hoped, be discussed by the Council of the League on 27th July. Pending this discussion, it is not, in the opinion of the Government, desirable to lay the Report on the Table.

Lord R. CECIL

Has the Report been submitted to the Council? My right hon. Friend will recollect that a question was asked some weeks ago, and it was then stated that the Report would be submitted.

Mr. HARMSWORTH

It has not yet been actually submitted.

Lord R. CECIL

Is the delay due to the fact that the Government are unwilling to publish this Report, and state what actually occurred?

Mr. HARMSWORTH

I should be sorry if my right hon. Friend put that interpretation upon the action of the Government. The right hon. Gentleman may not be aware that very strong representations on this point have been made to the Foreign Office by the Secretary of the League of Nations.
