40. Mr. GOULD

asked the Minister of Health whether he was aware that it was proposed to build at Cardiff an amusement park and buildings, to be called a White City, at a cost of approximately £1,000,000 sterling; that, owing to the shortage of material and labour, no great headway had been made in the erecting of dwelling-houses; that nineteen respectable families had become chargeable to the Cardiff Union through lack of housing accommodation and that in many cases two or three families were living together in small houses; and whether he could at this time take steps to regulate the sale of materials, so that dwellings might be given priority of construction and that some system of licences should be instituted before the construction of amusement cities, cinemas, etc., was proceeded with?

I am aware that the progress of housing schemes is endangered by a shortage of labour. The question whether powers should be taken to prohibit the erection of luxury buildings is receiving careful consideration, and I hope to be able to make a further statement at an early date.
