asked the Prime Minister whether, as a result of the experience gained in the War, he was considering the advisability of reconstituting the secretariat of the Imperial Defence Committee as a department of Imperial defence, which, in consultation with the Dominions, should be charged with the duty of harmonising the naval, military, and air policy of the Empire and of making concerted plans for its security?
