asked the Prime Minister whether he is aware that joint conferences, on the lines suggested by the Whitley Report, have already been set up in the War Office, Admiralty, Customs and Excise, Inland Revenue, and Ministry of Shipping; and whether he is prepared to issue instructions for similar conferences to be officially constituted in the remaining Departments of the Civil Service?

I understand that joint Committees on Whitley principles have been set up experimentally in certain Departments. Pending the consideration, by Government of the Report of the Interdepartmental Sub-committee on the application of the Whitley Report to the administrative Departments, it would be premature to issue instructions of the nature suggested.
