asked the Prime Minister whether he has received an application from the Association of Second Division Clerks employed in the Civil Service to be placed on the scale of salary applicable to the senior clerical grade re commended by the Royal Commission on the Civil Service, 1914; and, if so, whether the Treasury are now prepared to give a decision on the application?

Mr. BALDWIN (Joint Financial Secretary to the Treasury)

The answer to the first part of the question is in the affirmative. The future method of recruitment of the Civil Service is at present under the consideration of the Committee, of which Lord Gladstone is Chairman, and my right hon. Friend hopes that the Committee may be in a position to report its conclusions at an early date. Pending the receipt of this Report, he is not prepared to take action on the application, referred to.

asked the Prime Minister whether, in view of the decreased purchasing power of the sovereign, the Treasury have under consideration the question of raising the salaries of the Civil Service in order to bring them, up to their pre-war values?

Mr. BALDWIN

The Civil Service has from time to time received war bonuses on the award of the Conciliation and Arbitration Board to meet the increase in the cost of living, and an application for a further increase of bonus is now before this Board.
