§ Major ASTORThe members of the Board of Health in Wales are appointed by the Minister of Health under Section 5 of the Ministry of Health Act, 1919; the three persons appointed as initial members have hitherto been members of the Welsh Insurance Commission, but the Board is not yet complete. The answer to the concluding paragraph of the question is in the negative.
