asked the Parliamentary Secretary to the Ministry of Munitions whether he is aware of the agreement, to which the Secretary of State for War is a party, for the letting of Army horses to the public on yearly payments and for the horses to become the absolute property of the hirers after certain payments have been made; and whether he will afford similar conveniences to traders as regards surplus machinery, motors, huts, etc?

The object of the arrangement referred to as to Army horses is, I understand, to enable the military authorities to retain under their control a sufficient number of horses to meet military requirements. The position as regards surplus machinery, motors and huts is quite different, and the application of this scheme to them would be impracticable.
