asked the Secretary to the Treasury on what grounds Lieutenant-Colonel Scorgie has been appointed to the Deputy-Controllership of the Stationery Office while a number of officers within the Department fully qualified to take the post were passed over; whether Lieutenant-Colonel Scorgie has had any previous experience to justify this passing over of men serving in the Stationery Office; and whether, in view of the feeling created by the appointment and the injustice done to men in the Department, he will cancel the appointment in question?

Colonel Scorgie was appointed to the post in question because he was considered better qualified for the duties than any officer serving in the Stationery Office. The answer to the second part of the question is in the affirmative and to the last part in the negative.
