§ 42. Mr. HAYDAYasked the Secretary to the Treasury whether the class of messengers, packers, porters, attendants, doorkeepers, and others, are Civil servants; whether they ought, therefore, to receive the same sick-leave privilege as other established Government employés, namely, eight weeks in any one year; and whether he will take steps to make these men eligible for this sick-leave grant?
§ Mr. BALDWINThe employés referred to in the first part of the question like the majority for unestablished Government employés receive the full benefits of the Insurance Acts. Their position is not comparable with that of the employés referred to in the second part of the question, and I do not see my way to modify the existing arrangements which were made after very full consideration of all the circumstances.
