asked the Chancellor of the Exchequer whether he is aware that. on 26th January, 1918, the All-Russia Congress of Soldiers' and Working Men's Delegates adopted the annulment of State loans, guarantees, and external credits; whether this decision is to be taken as the State repudiation of debts incurred by Russia under the Czarist regime to this country: whether the matter has received the attention of the War Cabinet; and whether he will make a statement on this subject?

The answer to the first part of the question is in the affirmative. For the rest, I have no statement to make.

Is the matter having the attention of the War Cabinet?

Mr. BONAR LAW

I would like to have some suggestion from the hon. Member, if he will give me one, as to what use this consideration by the War Cabinet would be at the present stage?

Will the right hon. Gentleman consider a communication if I send one to him?

If it is not too long, I will certainly consider it.
