Mr. KINGasked the Chancellor of the Exchequer whether he is aware that. on 26th January, 1918, the All-Russia Congress of Soldiers' and Working Men's Delegates adopted the annulment of State loans, guarantees, and external credits; whether this decision is to be taken as the State repudiation of debts incurred by Russia under the Czarist regime to this country: whether the matter has received the attention of the War Cabinet; and whether he will make a statement on this subject?
