asked the Prime Minister what are the considerations that govern invitations to foreign monarchs to become honorary officers of the British Army; and what, in particular, were the circumstances under which an invitation of that character was sent to the Emperor of Japan?

In view of the necessity of relying so much on democracy, will the right hon. Gentleman cease to encourage the Trust of Kings with armies as their playthings?

That arises out of the question.

Mr. SPEAKER

That seems to be a mere rhetorical question, and not suited for Question Time.

We are so much used to rhetoric, and nothing else.
