20. Mr. P. A. HARRIS

asked the Prime Minister whether a statement will be made in Parliament as to the reasons for the changes at the Board of Admiralty and for the retirement of Lord Jellicoe?

Mr. BONAR LAW

A full explanatory statement was issued by the Admiralty, and appeared in the Press on the morning of the 14th of January last.

Mr. G. LAMBERT

Can the right hon. Gentleman say in what capacity Lord Jellicoe's very great and exceptional abilities will be utilised in the conduct of the War?

Mr. BONAR LAW

I cannot say, but I can say it is the hope of the Government that we may be able to make use of his very exceptional abilities.

Mr. HARRIS

Has the right hon. Gentleman overlooked the fact that the late Board of Admiralty was appointed by the right hon. and learned Member for Dublin University, and was recommended to Parliament and the country as being composed mainly of the younger men, and therefore Parliament and the country rather expect some explanation for the complete change?

Mr. SPEAKER
