asked the Prime Minister whether it is with the advice of the War Cabinet that prosecutions are now being carried out in Great Britain on the charge of weakening the confidence of the country in the Government?

Mr. BONAR LAW

I cannot answer this question because I do not understand to what it refers.

Mr. LYNCH

Have there not been actual prosecutions based on the ground stated in the question, that the tendency of some writings and some speeches was to undermine the confidence of the country in the Government?

Mr. BONAR LAW

I do not think there has been any prosecution on that ground, nor do I think a prosecution upon that ground would lie.
