HC Deb 02 August 1918 vol 109 cc784-5
7. Mr. KING

asked the Prime Minister if he has considered the Lotteries Bill introduced in another place; and whether, in view of the strong objection felt to it in certain quarters, he will give an assurance that facilities for this Bill will not be given till after the Recess?

Mr. BONAR LAW

I know that there is some opposition to this Bill, but, on the other hand, I am informed that there is a strong desire that it should be passed. In these circumstances, I think it would be right to submit it to the House.

Mr. KING

Is the right hon. Gentleman aware that the Chief Whip, who is now sitting beside him, has received information that Members who have already departed for their Recess are going to return in order to oppose it?

Mr. BONAR LAW

My Noble Friend (Lord E. Talbot) has not received that information. I hope that that may not be the case, but, in any event, I think it would be right that the House should have an opportunity of indicating its opinion on this subject.

Mr. GULLAND

When will the Bill be taken?

Mr. BONAR LAW

Probably on Tuesday next.

Mr. GULLAND

Does the right hon. Gentleman mean that the suggestion is that it will be rushed through all its stages on Tuesday?

Mr. BONAR LAW

It is really very difficult to say what will be the best course. I think it would not be unreasonable that the House should have some opportunity of indicating its opinion whether it will pass the Bill or not. What will happen subsequently will depend on that expression of opinion.

Mr. KING

Will the right hon. Gentleman reassure us by saying that the Government Whips will not be put on, and that there will be a free vote of the House?

Mr. BONAR LAW

The hon. Gentleman will see that I desire to consult the wishes of the House. I have not considered that, but I think it might not be a bad plan to have it without the Government Whips on Second Reading, and, if it be carried, then to treat it as a Government Bill for the remaining stages. There might possibly be an opportunity of taking it on Monday.

Mr. GULLAND

Monday?

Mr. BONAR LAW

There might possibly be an opportunity.
