asked the Chancellor of the Exchequer whether he proposes to introduce a Bill which will make it a punishable offence for any Whip to secure, or promise to secure, an honour for any man, any title or honour, in consideration of financial assistance either to himself or his party?

Mr. BONAR LAW

I can add nothing to the statements already made on that subject.

Mr. LYNCH

Does the right hon. Gentleman view with complacency the introduction of the camera system?

Mr. BILLING

Will the right hon. Gentleman at least give the House an assurance that the Whips shall not be put on in the Lobby to threaten, or ask a man to vote against his conscience, and in favour of the party machine?
