asked the Secretary for Scotland whether, in view of the fact that 176 school boards, or more than 20 per cent, of the whole number, have not awarded bonuses to teachers, not withstanding the Department's minute offering Grants to meet part of such expenditure, he will indicate the method by which he proposes to secure compliance with the Department's intentions on the part of reluctant school boards in the case of any allocation which may be made out of the equivalent Grant for the augmentation of teachers' salaries?

I must ask my hon. friend to await the issue of the minutes regulating the allocation of the Education (Scotland) Fund, which will be laid before the House in due course. These minutes will show to what extent I hope to meet the difficulties referred to in the question.
