asked the Chancellor of the Exchequer whether he is aware that, owing to the Excise authorities declining to take proceedings against those brewers who overbrew, and whose tied houses can be more fully supplied as a consequence, the tenants of other brewers who loyally carry out the terms of the Orders complain of the unfair competition; and will he give instructions for proceedings to be taken for payment of penalties incurred against those brewers who disobey the orders?

The hon. Member is under some misapprehension. I am informed that proceedings have been instituted by the Excise authorities in a number of cases of overbrewing.
