asked why a prepaid telegram, accepted by the Postal Department in Dublin on 22nd May, 1917, addressed to M. Kerensky, Russian Ministry, Petrograd, with reference to the treatment of Irish prisoners of war, and stating that Madame Marckievicz, wife of a Russian citizen, is sinking beneath this treatment, from the Irish Women's Council, 6, Harcourt Street, Dublin, has not been allowed through to its destination?

I have nothing to add to the answer to a similar question which I gave the hon. Gentleman on 15th June and again yesterday.

Mr. GINNELL

May I point out that on the two occasions the Government only intimated that they had taken power to do this thing. Will the hon. Gentleman say why they have exercised the power in this particular case?

I cannot add any thing to the very full answer which I have already given.

Will the money paid on the telegram be returned?

No.
