49. Mr. LYNCH

asked whether, in view of the increasing urgency of the questions of war aims, it would be regarded as a step towards peace if Germany would consent to give self-government to Belgium on these conditions: that a national Convention should be held in Belgium to which representatives of all sections of the community should be invited; that this Convention should be entrusted with the task of elaborating a form of constitution within the control of the German Imperial Government; and that if no agreement should be reached the present system of German domination should be sanctioned?

In my opinion the adoption of the hon. Member's proposal would not be a step towards an honourable or permanent peace.

After all, is not this a parallel to what has been done in Ireland?
