3. Mr. NEEDHAM

asked the Secretary of State for Foreign Affairs whether he has any official information showing that President Wilson has sent recently a Note to the Chinese Government; and whether he can make a statement on the matter?

Lord R. CECIL

I understand that the United States Government recently addressed to the Chinese Government a Note deploring the existing dissension in China and expressing the hope that tranquillity may forthwith be established.

9. Mr. TREVELYAN

asked whether the Note of President Wilson to the Chinese Government was prevented from being published in this country by the direct or indirect action of the Censor; will he state what the contents of that Note are; whether the whole text of the Note will now be communicated to the Press for publication; and whether he can give an undertaking that the censorship will not be used for the purpose of delaying or suppressing the publication of the Notes or published communications of any Government?

There is no foundation whatever for the suggestion contained in the first part of this question. I have already described the contents of the Note, which have not yet been officially communicated to us.
