23. Mr. ANDERSON

asked the Under-Secretary of State for War whether his notice has been called to the case of E. Alder, farm manager, employed by his father at Symond's Farm, Childrey, Berks, who was granted a certificate of exemp- tion by the Berks tribunal on account of the important character of his employment; whether he is aware that Captain Bartram, the military representative, afterwards set Police-constable Bellinger, during May, to spy upon Mr. Alder, and to keep observation upon his house in the hope of disproving statements made by the applicant; whether the converting of police officers into private detective agents keeping watch secretly, on the instructions of military representatives, on the movements of exempted men is done with the sanction and approval of the War Office; and whether it is proposed to take any action?
