2. Colonel LESLIE WILSON

asked the First Lord of the Admiralty whether, in view of the Regulations under the Output of Beer (Restriction) Act, 1916, Section 6, as amended by Section 4 of the Output of Beer (Restriction) (No. 2) Act, 1916, the Admiralty have powers, similar to those granted to the Army Council, to request the Board of Trade to grant the special certificates therein mentioned; and, if not, how such special certificates are secured for naval and marine canteens?

Dr. MACNAMARA

The Admiralty have no powers similar to those granted to the Army Council to issue special certificates to cover the supply of beer for naval and marine canteens, but arrange- ments to secure the necessary supplies are being made through the Navy and Army Canteen Boards.

Colonel WILSON

Do I understand that the Navy and Army canteens will receive these certificates whether they join the Navy and Army Canteen Board or not?

Dr. MACNAMARA

I think not. I should like to look into that. I understand that the whole system is now under a joint arrangement, and as a result of that they can get all they want through the board. I cannot imagine that there would be any establishment of ours not covered by the board, but I will look into that.
