§ Mr. MACPHERSONYou are not to understand any such thing. I purposely did not give any express answer to this question. The House knows very well that the question of the mastery of the air is very uncertain at any given moment, 1906 and it is quite impossible to answer questions of that kind either by an affirmative or a negative. They can only be answered by a very lengthy Debate.
