asked the Chancellor of the Exchequer if he is aware that a substantial amount was subscribed to the War Loan through the medium of sweepstakes that were organised; whether he will recognise the attraction to a certain portion of the population of an investment where prizes are one of the features; and whether he will take into consideration, in order that the section of the population referred to may be attracted to take a financial interest in the country, the issue of a further loan in the shape of premium bonds?

Mr. BONAR LAW

I do not wish to say more at present than that I have an open mind on the subject of the raising of money for the War by the issue of premium bonds. The hon. Baronet is, of course, aware that legislation would be required before such an issue could be made.

Will the right hon. Gentleman consult his hon. colleague the Member for the Bewdley Division (Mr. Baldwin)?

Does the right hon. Gentleman approve of the principle of the Lottery Act which prohibits gambling of all kinds?
