asked the President of the Board of Trade whether, in view of the shortage of skilled labour in the cotton industry and the consequent diminution in the production of goods for export, he will consider the advisability of arranging with the military authorities for the temporary return to their employment of skilled operatives, when they have completed their training in the Army at Home, until their services in the field or for Home defence become indispensable, so as to save the country all the expense of their maintenance and separation allowances, and at the same time help to maintain the country's greatest export industry?

In view of the great importance of the cotton trade the Reserved Occupations Committee recommended very considerable exemptions in this industry, and these have been approved by the Army Council and are now in operation. I am satisfied that everything has already been done that is at all practicable and, while I am not prepared to adopt the particular suggestion of the hon. Gentleman, I may say that the whole trade and industrial situation is being carefully watched with a view to maintaining our vital industries.
