asked the Financial Secretary to the War Office whether his attention has been called to a statement in the market reports of the "London Corn Circular" that large orders have been put through on behalf of the Government for low-grade flour; whether he is aware that this flour is principally used by dog-biscuit manufacturers, and is the lowest grade of flour on the market; and will he say for what purpose the Government are buying this flour?
