asked the Prime Minister whether it is now the fixed rule of the Government to recommend for all 2899 appointments to the highest offices only men of title; and, if so, whether, in view of the exigencies of the War, he will consent to the relaxation of this rule, so that the services of men of superior ability may be obtained?

The answer to the first part of the question is in the negative. The second part, therefore, does not arise.
