45. Mr. LYNCH

asked the Prime Minister whether it is now the fixed rule of the Government to recommend for all appointments to the highest offices only men of title; and, if so, whether, in view of the exigencies of the War, he will consent to the relaxation of this rule, so that the services of men of superior ability may be obtained?
