asked the Secretary of State for Foreign Affairs whether the provisions of the Declaration of London that have been adopted by the Allied Governments convenient statement of international law applicable to present conditions can now be published under some other name, so as to remove all possible misapprehensions?

There are some technical difficulties in the way of this proposal, but I am consulting the Admiralty and the legal advisers of the Government to see whether it cannot be adopted in future Proclamations or Orders in Council. It is hardly worth while to repeal all the Proclamations or Orders in Council issued since the beginning of the War, and to issue a new set, purely for the sake of a change of form.
