HC Deb 06 January 1916 vol 77 c1076
2. Mr. S. SAMUEL

asked the Secretary of State for Foreign Affairs whether it is a breach of neutrality for the enemy to seize two British subjects on a Greek steamer on the high seas; and, if so, did the Greek Government make any protest to the Austrian and or German Governments when they seized two British subjects?

Sir E. GREY

I presume that the hon. Member is referring to the removal of Colonel Napier and Captain Wilson from a Greek ship by an enemy submarine on the high seas. This action was not contrary to the generally accepted rules of international law.
