Mr. ILLINGWORTHasked the Minister of Munitions whether he is aware that considerable misapprehension exists among workmen and employers through out the country as to the application of Circulars L 2 and L 3; and whether, in these circumstances, he is prepared to issue a direction making these circulars binding upon the owners of munition factories?
