asked the Secretary for Scotland what Department or Departments are responsible for safeguarding, by the restriction of lighting and otherwise, the city of Edinburgh against aircraft dangers?

Orders for the reduction of lighting are made by the Secretary for Scotland with the advice of the naval and military authorities, and are administered by the chief constable. If these Orders require supplementing in an emergency the competent naval or military authorities have also powers which they can use. As regards other defensive measures, I would refer the hon. Member to the statements made in this House yesterday.
