Money orders issued in the United Kingdom have been paid, and are still being paid, by the United States Post Office at the rate of 4 dollars 87 cents. per £.

Is the right hon. Gentleman aware that it has been possible and is going on, for people, after drawing on America, to sell their dratfs, and cover with postal orders, thus making a profit of from 3 to 4 per cent.?

Yes, I know that has been done, but no loss is incurred by the British Exchequer.
