London County Council (General Powers) Bill (Suspended Bill) (by Order),

Order for Consideration, as amended, read.

Motion made, and Question proposed, "That the Bill, as amended, be now considered."

The CHAIRMAN of WAYS and MEANS (Mr. Whitley)

I beg to move to leave out the word "be," to the end of the Question, and to add, instead thereof, the words "recommitted to the Local Legislation Committee."

This Motion is for the purpose of dividing the contentious matter for the remainder of the Bill. There are certain valuable unopposed provisions which, in my opinion, ought to go forward, and for that purpose I move the reference back of the Bill. I shall also move the Motion on the Paper, with some slight alterations in the drafting.

May I ask whether the Glasgow Bill will be proceeded with in the same manner as the London County Council Bill?

So far as the celluloid powers portion of the Bill is concerned that will be so. Any arrangement that may be arrived at will apply to both Bills.

Question, "That the words proposed to be left out stand part of the Question," put, and negatived. Words added.

Main Question, as amended, put, and agreed to.

Ordered, That the Bill, as amended, be recommitted to the Local Legislation Committee.

Ordered, That it be an Instruction to the Committee to divide the Bill into two Bills dealing with the provisions relating to Celluloid and Cinematograph Films, and the remaining portions of the Bill, respectively, and to Report the Bills, without Amendment, except so far as is consequential upon the division of the Bill, to the House.

Ordered, That Standing Orders 211 and 236 be suspended, and that the Committee have leave to sit and proceed To-morrow.—[The Chairman of Ways and Means.]
