79. Mr. WALSH

asked the Secretary to the War Office whether he is aware that certain pension committees and pension officers, in estimating the dependency of relatives upon soldiers who have made allotments in their favour, refuse to recognise dependency or to make any allowance in such cases unless upon proof that the soldier made specific and direct payment towards the support of such relative in whose favour the allotment is made, notwithstanding the fact the the soldier's wages went into the common fund to meet the total expenses of the home; whether such committees or pension officers in so acting do so with the authority and consent of the War Office; and, if so, will he explain why such decisions are supported, in view of the expressed object of the Government allowance, that of maintaining the home in about the same standard of comfort as before the soldier enlisted?
