20. Mr. KELLAWAY

asked the Under-Secretary for War if he will state how many commissions have been granted from the ranks since the commencement of the War; and what number of these have been granted to men who were serving previous to the outbreak of War?

Mr. TENNANT

There have been 1,676 commissions granted from the ranks since mobilisation, and in each case the recipient was serving before the War began. I cannot say how many commissions have been given to those who joined the ranks "for the period of the War." No record has been kept of the number of temporary commissions given from the ranks as distinct from those from other sources.

Mr. KELLAWAY

Is the right hon. Gentleman aware that there is some feeling amongst non-commissioned officers who are acting as instructors in the Territorial units that they are not given an equal chance with other men in other branches of the Service?

Mr. TENNANT

I am aware that a very large number of commissions have been given to the class the hon. Member mentions.
