§ Mr. ACLANDI am not aware that any general guarantee has been given, but the discretion which has been given by Treasury Minute to the War Office and Admiralty to make Grants and loans for extension of plant in connection with contracts has no doubt in many cases enabled them to secure contractors against any danger of loss in respect of such extensions.
