asked the Chancellor of the Exchequer if he will say on what date a Government guarantee was first publicly made that armaments firms would be compensated for all losses on capital expenditure connected with extension of plants; whether the guarantee also applied to conversion of plant; and in what way was it publicly made?

Mr. ACLAND

I am not aware that any general guarantee has been given, but the discretion which has been given by Treasury Minute to the War Office and Admiralty to make Grants and loans for extension of plant in connection with contracts has no doubt in many cases enabled them to secure contractors against any danger of loss in respect of such extensions.
