asked the President of the Board of Trade whether, having regard to the extent to which cotton is necessarily used in the manufacture of propulsive ammunition, he is now in a position to state that effectual steps have been taken, and, if so, what measures have recently been adopted absolutely to prevent cotton from being imported into Germany through neutral States or in any other way?

Mr. PRIMROSE

In accordance with the Order in Council of 11th March, every effort is being made to prevent any seaborne commodities of all kinds from reaching Germany.

Why has cotton not been made contraband at once?

The Attorney-General has made a statement on the subject.
