§ The UNDER-SECRETARY Of STATE for WAR (Mr. Tennant)The total number of combatant commissions given from the ranks since the beginning of the War is 1,546. As far as our information goes, these promotions have proved fairly satisfactory. The Field-Marshal Commanding-in-Chief has full authority to grant commissions to any serving men.
