asked the Under-Secretary for War how many civilians have had permission to go to the front for any other than military reasons; and can he give their names?

Mr. TENNANT

No War Office permission is needed by a civilian who desires to go to France. No one would be allowed within the military zone by the military authorities without special authorisation, and the Army Council would not give such authorisation except in special cases. I have no record which would enable me to state either the number or the names of those who have received facilities, but the number is not large.
