asked the hon. Member for St. George's-in-the-East, as representing the Insurance Commissioners, whether, according to the National Insurance Act, a seaman can only obtain the services of a panel doctor at the port at which he signs on; and, if so, whether he will take steps in the next amending Bill to give facilities for seamen to receive medical benefits and treatment at any port in the United Kingdom?

In the case of seamen who are members of the Seamen's National Society, medical attendance is available in every port in Great Britain, under the special arrangements made by that society. As regards other seamen, it is open to them to avail themselves of the special "travellers'" arrangements, under which medical benefit may be obtained anywhere in Great Britain.
