asked whether the regulations issued by the Commissioners of Inland Revenue under Sections 2 and 3 of the Moneylenders Act, 1900, permit a moneylender to register as one of his addresses a place in which he has no office or residence, but to which he or his agent resorts for the purpose of carrying on his business with persons in the street; and, if so, whether this construction of the Act has the support of the Law Officers of the Crown?

Mr. MONTAGU

The answer to the first part of the question is in the affirmative. With regard to the second part, there does not appear to be any such doubt as to the proper construction of the Act as to make a reference to the Law Officers necessary.

Is the hon. Gentleman aware that the Commissioners of Inland Revenue have decided, at any rate, in correspondence, that a moneylender may register a street comer as a statutory address under the Moneylenders Act?

The Commissioners of Inland Revenue, before they decided, took legal advice. But I will inquire further.
