asked the Secretary to the Treasury if any reply has yet been made to the memorial addressed to the Treasury in December, 1911, by the superintendents and chief superintendents of typists serving in Government offices; and, if not, if he will state the reasons for the delay in dealing with the matter?

No, Sir; the answer to the memorial has been necessarily postponed pending the publication of the Report of the Royal Commission on the Civil Service and consideration of its recommendations.

Has the case of these workers been considered in that Report?

Mr. MONTAGU

I understand that there have been certain general recommendations, which are now being considered.

Mr. F. HALL

Is the hon. Gentleman aware that it is three years since the memorial was sent in, and that these workers have never received any reply whatever?

Mr. MONTAGU

We are dealing with it now in connection with the consideration of the Royal Commission's Report.
